MULTI-AGENCY MEETING ON COFFEE LEAF RUST #12

    WEDNESDAY, JANUARY 20, 2021 9:30AM

    Teleconferencing via ZOOM

    NOTES

          Welcome/Introductions

Increase in spread in known zones

Anticipate new rust expression in coming weeks

Lanai sample will be confirmed by early next week

           Communication

          Radio ads

           Emergency Declaration / Section 18

If organic farmers do not have the emergency declaration permitting use of Preaxor farmers will not be able to use the fungicide spray in the time frame that Sec 18 is permitted and possibly would lose certification

DoA: Please speak with Governor about permitting emergency declaration

    o   HCGA

           Section 18 Application

Meeting with BASF, draft for section 18 is complete. Now waiting for information from manufacturer - efficacy studies, environmental info, impact to endangered species

Issues: if we are ready to take draft and submit to EPA, they will be ready to review quickly and grant crisis exemption

We need certain things from HDOA: Enforcement protocol, record keeping information looks like, needs to be disseminated to growers, increase / enhanced outreach

We need to be ready as we only have 15 days to spray. Reluctant to submit a final draft to EPA if we are not ready to get the “best bang for our buck”.

No applicator license will be needed for spraying Preaxor once sect. 18 is granted

           Specific Exemption

If crisis exemption is pushed back so will specific exemption. Will take about 6 weeks likely and will have one year to apply Preaxor with the opportunity to extend into another year.

o   Awaiting results on race identification

o   Surveyed 12 farms in Kona and 50% have been positive so far, 1-2% incidents up to 30%. USDA will release a survey next week.

Farms owned by older growers that have infestations are not being treated due to inability to get out into the fields and relying on farm managers

Language barrier, need to work on IPM recommendations into actions, bridge gap between farm owners and workers

Management of feral coffees - Invasive Species and Watershed Partnerships have a lot of experience and could be a valuable asset in controlling

    o   Lisa will reach out.

           Surveys

No new sites, a few reports of new infestation sites but know that CLR already exists in that area

First sample from Lanai was lost in transit, second sample and was not CLR but with visual considerations of imagery seen, CLR is likely. Will continue testing.

Personnel on Hawaii Island and Maui are available to assist with education, more updates next week

Draft poster from UH, HDOA will have an answer on going to print later today. HCA will assist with distribution and printing.

    o   HCGA

           Section 18 Application

          Close to finishing application

Having discussions with manufacturer of preaxor, providing data

Getting letters of support for crisis exemption package to be submitted to EPA

Targeting application submission for end of January, but concerned about 15 day period being too short and not having enough preparedness to get the most product out to farmers

          Focus on outreach and educations

          Growers met with EASF

IR 4 program - UH Manoa - working on a chemsak proposal to use import tolerance data that EASF already has. If successful, this will help skip a lengthy step in the process.  IR 4 is planning to submit to chemsak committee at their next meeting

MULTI-AGENCY MEETING ON COFFEE LEAF RUST #10

    WEDNESDAY, JANUARY 6, 2021 9:30AM

    Teleconferencing via ZOOM

    NOTES

          Welcome/Introductions

o   Scott Enright - ag consultant

o   Iokepa Command - works for Senator Kanuha

          Updates

    o   HDOA

           Surveys

Continuing surveying neighboring islands, feral coffee land. No islands identified CLR except Kona on Hawaii Island, Maui, and a sample sent from Lanai

o   Maui - Ka’anapali area has been infested

           Communication

Outreach to community that does not have access to WiFi

o   Working with Andrea and Public Information Specialist, drafting a PSA. Identified two radio stations on island to help move information. No update on timeline.

o   Will look into printed material. HCA can approve expenditures of funds if needed.

    o   HCGA

CLR has been identified at Maui Grown on Ka’anapali

Identified on all varieties grown, mostly at higher elevations

o   Two types of Typica, Red Catuai, Yellow Caturra, Mokka

Showing up on Typica and a little bit on Mokka

Dryer climate but any fields that don’t have weeds under trees CLR has not been identified. Weed free keeps moisture down and doesn’t foster environment for spore growth. Non-scientific but useful for general/cultural practice on farm.

           Section 18 Application

Met yesterday and looking at package, getting information needed. Getting intouch with BASF and two people internal to BASF are handling manufacturing side.

By next week, we should know where we stand on finalizing section 18 document and in meantime, focusing on getting material to Hawaii.

Hopefully early Feb can get material in state

Still need acreage count of coffee on Hawaii Island

    o   Needed Island by island
