          No new sites, a few reports of new infestation sites but know that CLR already exists in that area

          First sample from Lanai was lost in transit, second sample and was not CLR but with visual considerations of imagery seen, CLR is likely. Will continue testing.


          Certified RUP applicators license would not be necessary for section 18 emergency use, record keeping requirements are still necessary

          Personnel on Hawaii Island and Maui are available to assist with education, more updates next week

          Draft poster from UH, HDOA will have an answer on going to print later today. HCA will assist with distribution and printing.

          How can we get emergency declaration on State or Fed level so that farmers who have organic certification status will not be impacted by section 18 emergency use?

          Having discussions with manufacturer of preaxor, providing data

          Getting letters of support for crisis exemption package to be submitted to EPA

          Targeting application submission for end of January, but concerned about 15 day period being too short and not having enough preparedness to get the most product out to farmers

          Growers met with EASF 

          IR 4 program - UH Manoa - working on a chemsak proposal to use import tolerance data that EASF already has. If successful, this will help skip a lengthy step in the process.  IR 4 is planning to submit to chemsak committee at their next meeting

          Testing resistance of varietals already growing in Hawaii

    o   Lisa continuing en vitro trials

    o   Mailed application quarantine or allowing propagation while in quarantine for WCR varieties

          Continuing surveying neighboring islands, feral coffee land. No islands identified CLR except Kona on Hawaii Island, Maui, and a sample sent from Lanai

    o   Maui - Ka’anapali area has been infested


          Outreach to community that does not have access to WiFi

    o   Working with Andrea and Public Information Specialist, drafting a PSA. Identified two radio stations on island to help move information. No update on timeline.

    o   Will look into printed material. HCA can approve expenditures of funds if needed.

    o   HCGA

           CLR has been identified at Maui Grown on Ka’anapali

          Identified on all varieties grown, mostly at higher elevations

    o   Two types of Typica, Red Catuai, Yellow Caturra, Mokka

           Showing up on Typica and a little bit on Mokka

          Dryer climate but any fields that don’t have weeds under trees CLR has not been identified. Weed free keeps moisture down and doesn’t foster environment for spore growth. Non-scientific but useful for general/cultural practice on farm.

           Section 18 Application

          Met yesterday and looking at package, getting information needed. Getting intouch with BASF and two people internal to BASF are handling manufacturing side. 

          By next week, we should know where we stand on finalizing section 18 document and in meantime, focusing on getting material to Hawaii.

          Hopefully early Feb can get material in state

          Still need acreage count of coffee on Hawaii Island

          More sites showing spread to West Side of Maui

          Hilo, still looking for good sample to send to USDA

    o   Initial id in Hilo showed spores but were very light, possible that spores degraded


          Present an update on CLR to Hawaii Island Legislative

          Underserved communities communication: PSAs and radio coverage for those not tuned into electronic communication.

    o   Andrea is trying to drop off hard copies of information to roaster and grower facilities


          Interim Rule & Permit progress

    o   Request for 15 permits from roasters, getting facilities compliant

          Imported plant material (timeline & restrictions)

    o   Trying to reduce the quarantine period on a case by case period

          Propagating during quarantine 

    o   what are the barriers?

           A problem for HDOA

           It is not “expressly prohibitive” but sets a bad example 

           If you bring in fewer plants and propagate during quarantine, you reduce the risk

           Pesticide Branch-

          Emergency use permits for systemic fungicides

    Aloha all:

    Here is the Mitigation Strategies for Coffee Rust (Hemileia vastatrix) in Hawaii document, developed by the USDA PPQ Plant Epidemiology and Risk Analysis Laboratory for the current situation in Hawaii.  It is somewhat general but it is nice to have the various strategies summarized all in one place.  Note that it did not include systemics insecticides because they are not yet available for use in Hawaii.  Feel free to use and/or distribute as needed.

          Continuing to survey across islands

          USDA notified samples from Kona are confirmed CLR

          USDA notified samples from Hilo not confirmed CLR

    o   NIS confirmed - negative

    o   AFIS identified very few spores

          Continuing to send USDA suspect samples

          All suspect samples from Oahu are negative 

          Surveys on Maui are mostly kept in feral fields, farmers continue to monitor their own farms to alleviate possible spread between farms

          Protocol from farmers is to send in a picture prior to HDOA visiting commercial site

          Efforts to reach underserved populations that do not have access to electronic PR 

    o   Article published in West Hawaii Today with little information on what to do if they see CLR

          Possibly a good ROI if we place an ongoing ad in the paper

           Quarantine (wifi connection went out so I was unable to get good notes on this section)

          Any testimony for the iterum rule is due today by 4:30, meeting on interim rule will be tomorrow 11/13

          Interisland shipping

    o   Disinfectant on bags - isopropyl alcohol, still in consideration

    o   Container to ship in - sealed drum, still in consideration

    o   Provisions are being written with some leeway 

    o   UV treatment is also in consideration and tested

          Imported plant material (timeline & restrictions)

          Propagating during quarantine

    o   Planning to make CLR resistant plants more easily available quickly and safely

          Shipping directly from Hawaii Island or Maui to mainland - this permit would not apply
